    1998年,市环保部门在新建项目审批中,严格执行以新代老、新老污染源一并解决的原则,支持新技
术引进,促进清洁生产。
    全年共审批建设项目1238个,总投资62亿元,其中环保投资3亿元,占总投资的4.8%,比上年提高2.54%;
全市验收建成项目960个,“三同时”(新、改、扩建项目和区域性开发污染防治设施和主体工程同时设
计、同时施工、同时运行)合格率100%;行政处罚59个违反“三同时”环境管理规定的企业,罚款23.34万
元;市环保局拒绝批准涉及污染的项目13个。
