    年内,全市地税系统以干部管理制度改革为突破口,强化队伍建设。地税一分局征收大厅被国家税
务总局评为“全国最佳办税服务厅”,四分局征收大厅被省地税局评为“标准化办税示范单位”。继
续实行待岗培训和业务统考,提高业务素质和执法水平;推行分级管理,实行竞争上岗、岗位交流、双
向选择等;围绕廉政建设,实行执法责任制和廉政责任制,着力制止“关系税”、“人情税”和不廉行
为。在1998年全市行风测评中,市地税局名列第二。
