    1998年,全市共拍卖、承包、租赁各类小型水利工程6354处,实行股份工程315处,筹资1140万元。根
据市政府“关于小型水利工程设施改革的意见”,突出明确产权,搞活管理使用权,一般与土地延长30年
承包期相结合。在水利企业进行改革试点,黄岛区水利工程总公司、平度水利机械厂等都实行了股份
制改造。完成全市23座大中型水库的供水成本测算和产芝、尹府2座大中型水库的调价工作。  (曲安
