    全市有基层司法所200个,专职司法助理员205名;调委会9670个,调解人员77484名。全年组织调处各
类纠纷24612件,防止“民转刑”87起、269人,防止自杀死亡53起、75人,制止群众性械斗185起,妥善处理
集体上访337起、1043人。
    全市12个区、市全部建立法律援助机构。《青岛市法律援助条例》由市人大常委会审议通过,属
全国首创。年内,律师共办理法律援助案件364件,接受解答法律咨询10216件。
