    全面落实了区(市)政府、行业主管部门、企业三级责任制和定期报告制度,加大了监督检查力度,
保障了困难企业职工生活。1997年,市、区(市)两级共救助困难企业1514户次,困难职工47.4万人次,发救
助金8142.4万元;为91户(次)破产企业、90332人(次)从解困基金中发放基本生活费920万元;为81户困难企
业建立了“最低工资保付户”。
