    7月6～25日,按照交通部统一部署,对所有在港和进出青岛港的船舶进行船舶证书、船员证书大检
查,共检查船舶267艘,船员3938人,检查率100%。船员考试发证工作取得突破性进展。参照ISO9004制定
的青岛考区船员考试发证《质量手册》,已得到交通部安全监督局审核批准,并在12月4日青岛考区工作
会议上审议通过,将于1998年1月1日起实施。
