    1997年,市公用事业管理局(下称市公用局)与所属企业签订经营目标责任书,并加强对企业改制工
作的指导。市热电公司热电厂改制为热电股份有限公司;公共交通总公司成立巴士股份有限公司,专营
专线车。全年系统内企业转岗分流1000余人,实际亏损比计划减少0．2亿元,较上年减少2395万元。年
内,煤制气二期工程、观象山地下集中供热站等一批基础设施建成投产;组建公用工程质监站,加强建
设施工项目质量监督、工程造价及竣工验收管理;供水、供热、供气和公共交通专业规划完成专家评
审。
