    1997年,市国资局把国有资产保值增值作为加强企业国有资产管理工作的重中之重,使国有资产保
值增值市级考核面达100%,各市、区达80%,共对24个资产经营公司、企业集团和政府特定经营部门及7
个市、区近500个国有企业下达考核指标,最高为113%,最低为75%,平均增值率102．5%。
