    1997年,市委、市政府在出台《关于进一步鼓励和支持个体、私营经济发展的补充决定》基础上,
根据全市个体、私营经济发展需要,经市政府批准,市工商局撤销个体处,成立“青岛市个体私营经济
管理办公室”(副局级),下设3个职能处室,人员编制增至20人,后更名“青岛市个体私营经济发展局”,
从组织领导上保证个体、私营经济快速、稳步发展。
