    全市共有基层法律服务所182个，律师工作者642人，为2639家乡镇政府（街道办事处）和企业担
任法律顾问。1997年，办理法律事务117063件，追偿赔欠款3958．41万元；在全市开展渔船合伙、雇工，
土地、果园承包，经济活动，农村赡养等合同化管理和公证，有效地维护农村经济和社会秩序。
