    1996年10月, 对区环境卫生管理处进行了体制和机制改革。一是调整了环卫处领
导班子, 完成了处机关23个职位的双向选择上岗工作,精简工作人员31人;二是成立了
具有企业性质的清运公司和保洁公司。这次改革是使全区环境卫生管理工作由“管、
干”合一模式,走向企业化、专业化和社会化。
