<br>      全市居委会、村委会顺利完成了换届选举。由于各市、区党委、政府高度
重视和各级民政部门精心组织,选举程序进一步规范化、法制化,新一届居委会和村委
会干部素质有明显提高, 基层自治组织的内部建设得到加强。全市绝大部分村已建村
民代表会议制度, 制定了村民自治章程, 城区居委会工作机构也得到健全。城阳区、
莱西市等开展了乡镇规范化建设试点,并取得了经验。
