    经过大量前期准备工作,1996年1月30日上午8时,青岛“绿卡工程”开通试运行了
首批3个网点。“绿卡工程”的开通,标志着青岛邮政储蓄业务自1986年恢复开办以来
在技术体制上一次质的飞跃。
    “绿卡工程”全称为“邮政储蓄计算机联网技术改造工作”, 是一项涉及计算机
技术、通信技术、邮政储蓄业务等内容庞大、技术复杂、业务性强、安全保密要求高
的系统工程。青岛是邮电部确定首批建设开通的50个城市之一。1996年, 市邮电局共
联网开通了市内33个邮储网点,投产了7台ATM,并成为全国首批9个联网城市之一
