    1996年, 市国资局为规范产权市场的运作,制定了产权交易规则,会同市工商局联
合发出了《关于加强我市企业产权转让管理工作的通知》, 对防止企业产权的场外交
易, 保证国有资产的保值增值,起到积极的作用。截至1996年,市产权交易中心共完成
破产企业整体出售、企业兼并、小型企业改制等企业产权转让23项, 转让额近3亿元,
盘活闲置资产7500万元,协助各级执法部门变现各类抵债物资1000万元。
