    11月29日, 市委、市政府召开动员大会发动市级机关、社会团体和效益较好的企
事业单位,以与特困职工结“对子”的形式实行定向帮困,被帮助的对象是市内四区特
困职工家庭,帮困形式为经济帮助、物质帮助和技术开发式帮助,帮助数额平均每月不
少于100元或同等价值的实物。12月中旬,已与358户特困职工结成“对子”,开始进行
定向帮困活动。
