    到1996年底, 全市已有653家企业签订集体合同,其中外商投资企业453家(占已建
工会企业的47%) 、现代企业制度试点企业13家,提前完成了年初确定的“确保400家,
力争突破500家”的目标。这一制度的推行, 加强了生产者和经营者的合作关系,明确
了双方的权利和义务,把协调劳动关系纳入法制化轨道,调动了职工的生产积极性。所
有签订集体合同的企业, 未发生过激性劳资纠纷。据对59家实行集体合同制度的企业
调查,劳动生产率平均提高15%以上。
