    1996年, 舰队部队共完成抢险任务176次, 出动官兵10494人(次) ,抢救遇险群众
4122人,抢运物资4775吨。8月18日凌晨,青岛市石油总公司的19个油罐爆炸起火,驻青
海军部队闻讯后,迅速组织300多名官兵投入灭火战斗,奋战了5个小时,扑灭了大火,受
到市政府高度赞扬。1996年, 各部队还广泛开展多种形式的扶贫帮困活动。全年舰队
共向贫困地区和希望工程捐献衣物37210件,款项24.8万多元,图书16813册。
