<br>    1996年青岛市实行了因公出国管理与服务“一条龙”制度, 实行了因公出国
(境)、邀请外国人来华专办员制度。举办了3期专办员培训班,346人通过考试,取得了
“专办员证”。
    全年市外办审批、审核因公出国人员1048人次;颁发护照8758人次,代办签证8763
人次,办理外国人来华邀请2929人次。
