    1996年, 市政府向市人大常委会提交审议地方性法规9件,制定政府规章34件。其
中有公民义务献血条例、旅游管理条例、城市房屋拆迁管理条例、农村外商独资企业
综合基金收缴使用管理办法、客运出租汽车经营权有偿使用管理试行办法、大沽河管
理办法、公务员行为规范等。全年共开展立法调研活动40余次; 办理国家、省法律、
法规草案征求意见稿13件; 组织编制了青岛市“九五”时期行政立法规划,确定了187
个立法项目。
