    年内,全市信访系统开展了“信访干部岗位练兵活动”,12个市、区、59个市直单
位的800多名信访干部参加了这项活动。 全市基层单位同时开展了争创信访“五无”
(无越级到市以上集体上访、无赴市以上个人上访、无信访积案、无5件以上写信大户、
无上访老户继续上访) 活动,达标率为70%。市信访局全年举办了12期全市信访干部培
训班, 培训信访干部580人。年底,在对全市12个市、区、59个市直单位进行的信访工
作目标管理考核中,达标率为91%。
