    1996年全市县以上党政机关共发生群众集体上访800起,由于各级各部门措施有力,
处理迅速, 只发生46起到市上访,比上年下降55.9%, 冲击机关、堵塞交通起数比上年
下降60%, 并杜绝了进京集体上访,全市有49个市、区和市直单位实现无集体到市以上
机关集体上访。全年共超前处理了193起重大集体访,分析排查集体访1210起,95%以上
在基层得到及时处理。
