    1996年,全市县以上党政领导共阅批群众来信15669件,接待群众来访2466起,其中
市委、市政府领导批阅群众来信2292件, 接待群众来访12起。全年市领导共召开专题
会议62次, 解决信访热点难点问题36个。  全市县以上各级领导共深入基层现场办公
1335次, 其中市委、市政府领导共224次,及时解决了一批影响社会稳定的突出问题。
至1996年底,全市203处乡镇街道办事处共设有副乡镇级信访助理员187名,12个市、区
信访机构进一步加强,人员全部落实。
