    1996年, 青岛市县以上党政机关共受理群众来信来访67069件起,处结率为97.3%;
其中市委、市政府共受理群众来信来访12823件起, 处结率为98%。全年处结上访老户
61户, 终止上访44户,上访老户稳定控制在90%以上。全市有45个市、区、市直单位实
现无越级进京到省上访。由于大量信访问题在基层得到解决, 青岛市信访工作出现了
三个下降的局面: 即群众到市集体上访比上年下降55.9%;  到市个体上访比上年下降
76.6%;越级重复信访比上年下降12%。
