    1984年起，青岛市开始进行开发使用退伍军人两用人才工作。到1987年，农村各
县（市）和黄岛区已全部建立了开发使用军地两用人才介绍所，乡（镇）成立了两用
人才服务站，部分村配备了荐才联络员。1987年，全市共接收农村退伍军人两用人才
3068人，已开发使用2445人，开发使用率达79.6%。（朱祝新）
