    根据《兵役法》的有关规定精神，青岛市自1985年起在农村优待工作中，推行了
以乡镇为单位的统筹优待、平衡负担的办法。到1987年，全市农村159个乡镇中有154
个实行了统筹优待， 占乡镇总数的97%，共优待烈属、义务兵家属、残废军人、复员
退伍军人49515户，优待金总额1504万元，其中义务兵家属普遍优待，户均优待金458
元。
    1985年9月， 市政府下发《关于对应征义务兵的优待办法的暂行规定》，规定从
1986年开始对城镇义务兵实行统筹优待。1987年“八一”建军节前后，2524名城市义
务兵优待全部兑现。（鄂燕娜）
