    19887年5月，省市财政部门联合向财政部提呈《关于青岛市计划单列有关财政问
题实施意见》的报告。1987年6月8日，财政部以财字89号文件批复，决定从198887年
1月1日起，将青岛市的各项财政收支从山东省划出，在国家预算中实行计划单列。按
照中央对省现行财政管理体制和有关政策规定，赋予青岛市省一级的财政税收管理权
限，并从1988年1月1日起，青岛市金库与中央总金库单独办理留解支拨结算手续。
