   【文化惠民工程】   县文化馆、图书馆、博物馆及乡镇综合文化站、农家书屋、村文化活动室等文化设施全部免费开放，
为广大群众开展各类文艺活动、看书学习、休闲健身提供便利条件。发挥国有文艺院团的作用，扎实开展送戏下乡活动，全年
县大平调、豫剧两个专业剧团共送戏下乡215场。是年，县文体局培育和扶持民间文艺剧团3个，成立书画艺术协会等民间组织
6个。
