   【计划生育】   2013年，东明集镇认真落实市委提出的“三五”工作机制和计生工作八项要求，调整充实34名村级计生专
职主任，对新聘人员，加大业务培训力度，解决服务能力问题，促进了计生工作开展。加大计生场所建设财政支持力度，投入
资金80万元，购进一批新设备，村级计生服务场所和镇计划生育集中办公条件进一步改善。全年累计发放各类计生优待保障金
169万余元。
