   【服务机制】  进一步规范采购工作环节， 提高政府采购质量。上半年，中心规范政府采购项目采购方式变更审批程序。严
格按财政局下达计划函的要求实施采购，采购单位不得随意变更政府采购方式，如有变更，必须按有关程序先报采购中心审核后
并报财政部门批准方可变更。把以人为本、构建和谐采购环境的思想作为着眼点和落脚点，工作环节和服务意识都体现在为采购
单位服务、为供应商服务的过程中，逐步简化工作流程，规范采购行为，提高工作效率。严格工作程序，细化工作规范。
