   【规范性文件审查】   根据《山东省行政程序规定》，印发《菏泽市人民政府办公室关于落实规范性文件登记公布有关制度
的通知》，规定在规范性文件制定中，严把立项、起草、审查、决定、公布、备案等环节。实行规范性文件“三统一”。坚持做
到没有依据不制定、没有必要不制定、没有调查论证不制定，没有立项不提交审议、没有征求意见不提交审议、没有通过审查不
提交审议。年内共出台6件规范性文件，并保证附件及时向县人大和市政府报告。
