   【初信初访】   自2011年省纪委、监察厅部署开展“无越级集体访县（市、区）创建活动以来，东明县广泛调动基层纪检监
察机关工作主动性和积极性，将创建活动进一步延伸，在全县普遍开展“无越级集体访乡镇（单位）”创建、“信访到我这里停
止”等活动，推动基层基础建设，增强化解矛盾纠纷、解决“初信初访”能力。对“初信初访”坚持实行首办负责制，即谁接访、
谁督办，直至“案结事了”。
