    1986年，实施"一·五"普法规划。1990年，东明县被评为全国"一·五"普法先进单位和全省普法先进集体。1991年起，开
展以县、乡干部和青少年为对象的"二·五"普法教育。1996年,东明县被授予全省"二·五"普法工作先进集体。1998年3月，东
明县首创"148"法律服务专线，后在全国推广。1996～2005年，全县"三·五" 、"四·五"普法规划实施。通过开展普法宣传、
建立民调组织、培训调解人员等，全民法律意识增强。至2005年,全县共有民事调解委员会240个，调解员630 人，排查各类矛
盾纠纷2806件，化解矛盾2750件，促进了全县经济建设和社会事业的发展。
