    1985年10月起，全县行政机关、事业单位、社会团体、国有企业、集体企业用工形式实行劳动合同制，按照平等自愿、协
商一致原则,订立和变更劳动合同，企业用工开始打破身份界限。1995年,全县企业实行最低工资标准，实施再就业工程。1999
年，全县企业开始执行岗位技能工资制。2005年，县人力资源市场启用，就业服务开始走向市场化。该年，实现就业9640人，
下岗失业人员再就业3272人，对外输出就业人员12万人。年创劳务收入9.6亿元。
