                                            第九编  综合政务

    综合政务主要是对人及事务的管理。1986年后，综合政务不断完善监督机制，提高行政能力及效率，工作逐步走向规范化、
制度化、法制化。1988年，推行筒政放权，压缩政府机构，把经营管理权下放给企业，政府职能变管理为服务。1995年，全县
企业开始实行最低工资标准，并制止部分企业过分压低职工工资，保护企业人员合法权益。1996年，进行人事制度改革，完成
全县公务员过渡审批手续。2005年，县人力资源市场建成启用，就业、再就业开始走向正规化、规模化、市场化轨道。县就业
再就业工程受到山东省政府表彰。
