    杨素蕴（生卒年不详）陕西宜君人，清顺治年间进士，任东明知县。时值社会变革，百废待兴。他在任上调查民情，整理
案牍，日夜操劳，口碑甚佳。东明在明朝时期，儒学规模过小，他深以为忧，于是，呈请提学使扩大规模，造就人才。不久，
升任四川道御史，又建议当权者豁免东明、长垣二县沙压河滩的税粮，采纳后，为沿黄人民减轻许多疾苦。
