    彭洪臣，生于1941年10月，东明县陆圈镇集南头村人，高级工程师。1966年北京广播学院无线电系毕业，分配到陕西省
人民广播电台工作，1985年任电台技术部副主任。1991年至1994年参加国家援非专家组，任喀麦隆国家会议大厦扩声工程师。
1994年任陕西省人民广播电台技术部主任。2001年退休。
