    民政事业费主要包括国家用于解决烈军属、革命残废军人、复员退伍军人，民政部门管理的退休离休人员、社会困难户，灾区人民和有文件规定的其他民政对象的固定人头费、抚恤费、社会救济、福利费、自然灾害救济费。民政事业费由县、乡(镇)专门人员负责管理，建有专用帐簿专款专用。
