    发展福利生产，兴办福利事业，是在新形势下做好残疾人工作，调动其积极因素为四化建设服务的重要措施。1985至1990年，县和各乡镇相继成立双扶服务公司和社会福利工厂，以解决残疾人的生活问题，全县共建社会福利厂16处，其中县民政局直属厂3处，乡镇办13处，安置残疾人228人，其中管理人员27人，服务人员16人，生产人员181人，拥有固定资金59.6万元，流动资金52.35万元，全年完成产值154.54元，实现利润11.32万元。
