    鄄城县人民政府1981年11月1日批转县水利局关于征收水费的报告，确定从1982年开始对引黄灌溉、放淤改土以及其他工农业用水征收水费和水利粮。1982年4月县政府发出关于征收水费补充修改意见的通知，要求只收水费，暂不收水利粮。水费全部按亩计征，自流灌溉每亩收1元，提水灌溉每亩收0.5元，浇不上水的不征收。所收水费县、社对半分成。1984年每亩提高到2元。1982年到1990年全县共收水费956.77万元。
