    1939年1月，日本侵略军侵占郓城县城，成立了郓城县伪公署，刘本功任知事。下设建设科、财政科、教育科、警察所、新民会（负责宣传，实施的是奴化教育）、宪兵队等，下设伪区公所、乡公所、村公所；村下设保、甲组织。在县境内设日伪据点（钉子）37处，构成其统治网络。
