    清朝末年，县工房主管土木兴建。
    民国初期，承袭清制，工房仍理公共建设。自1918年（民国7年）先后由实业所、建设局、第四科主管城乡建设。
    建国后，50—60年代，先后由建设科、交通、计划等单位管理城乡建设的有关事宜。
    1978年6月，县革命委员会基本建设局成立，主管城乡建设。1984年元月，基本建设局更名为城乡建设环境保护委员会，承担城乡建设、环境保护双重任务。1985年，环境保护办公室成立，城乡建设环境保护委员会更名城乡建设委员会，下设人秘、城建、乡建、财计、施工5股，下辖建筑、自来水、农房建筑材料成套供应3公司，至1990年未变。
