    1981年5月成立单县劳动服务公司。主要任务是：统筹、协调、组织、指导青年就业，开展就业前训练和发展城镇集体经济等项工作。遵循“组织介绍就业，自愿组织起来就业和自谋职业”三结合的就业方针，至1987年，全县先后建立待业青年网点175处，安置待业青年5679人，同年网点经营额达547.2万元，实现利润7.1万元，上交税金19.4万元。
