    清末民国时期，由工房、建设科兼管水利。单县抗日民主政府成立到建国初期，水利亦由县民主政府建设科兼管。
    1955年10月，县成立了水利科，1956年改名单县水利局。1961年撤销水利局，成立单县水利建设指挥部。1967年改称单县水利建设革命委员会。1972年撤销水利建设革命委员会，恢复水利建设指挥部。1979年撤销水利建设指挥部，恢复水利局，各乡镇建立了水利管理站。
