    清末，县衙公房、城池、堤防等建设由工房管理；民国期间，由县建设科负责。
    新中国建立后，由人民政府建设科和计划委员会兼管。1985年，成武、定陶两县合并，决定于小青　集建设新城。1959年9月，设立基本建设委员会，内设办公室、计划股、材料供应股、工人管理股，负责新城的规划与建设。分县后，新城停建，建委撤销。其业务先后由工交、计划等部门兼管。1969年11月，设城镇建设办公室，负责县城规划和建设；1973年6月，组建基本建设局；1979年易名基本建设委员会。1984年机构改革，设城乡建设环境保护委员会；1985年1月，设环境保护办公室和城乡建设委员会。
