    1933年，国民党政府颁布了《中华民国兵役法》。境内实行按亩摊丁，百亩出1名，壮丁抽签，中签入伍。富家子弟不愿当兵，则出钱雇人顶替，卖身当兵的除少数职业“兵痞”外，多是生活贫苦的平民。1939年后，国民党流亡县政府，则实行抓丁。1946年后，抓丁日趋严重，1948年5月，国民党新编第五军在崔洼一带就抓走青壮年农民200余人，补充其部队。
