    清末改旗兵制为募兵制。兵役分常备、续备、后备二种。常备兵发全饷，二年期满，发给凭证，资遣原籍，列为续备兵，月给饷银1两，年训1月，以备征召，三年期满，列为后备兵，不发官饷，两年会操一次，四年期满，退为平民。北洋军阀政府统治时期，除了政府下达名额令县招募之外，大小军阀也肆意胡招乱募。
