    人民司法行政，始于1943年秋，即成武县抗日民主政府设司法科。1946年，改称成武县民主政府司法科。此司法科不仅是审判机关，也是司法行政机关。新中国建立后，于1951年12月撤销司法科，改建县法院，司法行政业务属之。1980年11月，筹建司法局，1981年3月正式开展工作。司法局内设办公室、法制宣传股、基层调解股。并设有法律顾问处和公证处。1985年，全县19个乡镇全部配备司法助理员。
