第三节  残疾人文体活动
      
    自1991年1月1日开始，开设报刊专栏、广播专题和电视专栏，宣传《残疾人保障法》以及党和国家关于残疾人工作方针、政策，残疾人自强自立模范事迹，扶残助残先进集体和先进个人事迹。1991年成立残疾人曲艺队。1999年创办一个残疾人文化活动场所（东关盲人会馆）。2004年12月，培训19名残疾人运动员，分别参加市级残疾人体育运动比赛。
