第二节  执法队伍建设
    1991年3月，县水利执法体系建设试点开始，并于同年8月通过菏泽地区水利执法体系建设试点工作验收小组的验收。在此期间，初步形成县水利执法体系，县水利局成立水利执法领导小组、水利执法复议小组等，增设水政股，任命一批水政监察员。1996年4月，县水利局成立由31人组成的水政监察大队，局长兼任大队长，分管局长、纪检书记任副大队长，明确职责，建成一支集执法管理、检查监督、依法收费为一体的专职执法队伍。
