    国民党统治时期，设中国童子军司令部，后改设中国童子军总会，领导全国的童子军进行军事训练，训练内容主要有纪律、礼节、操法、结绳、旗语、侦察、救护、炊事、露营等。1931年，王子元、聂蠡山、贾荫堂在卢龙山参加童子军教练培训班，结业后，受派遣到定陶县高级小学任教，以教练身份组织高年级学生参加童子军，先后在5处小学组建了童子军，制作统一服装，配带童子军棍和绳。1937年“七·七事变”后停止活动。
